I. CALL TO ORDER
II. ROLL CALL:
Senator Dupey, Senator Eden, Senator Wazir, Speaker Pro Tem Arellano, Senator Matthys, Speaker Latino, Senator Martinez, Senator Horner, Senator Bridge, Senator Percell, Senator Derr, Senator Barrows, Senator Pacheco, Senator Cousar.
III. AGENDA:
Senator Dupey moved to amend the agenda by adding Traffic Appeals under Section VIII.
COMMITTEE REPORTS. No objections.
Speaker Pro Tem Arellano moved to add Constitutional Amendment # 230 under Section IX. NEW
BUSINESS.
Senator Martinez moved to add NHI Conference under Section VIII. COMMITTEE REPORTS. No
objections.
Senator Barrows moved to add Student Activities Liaison under Section VIII. COMMITTEE
REPORTS. No objections.
Senator Eden moved to accept the agenda as amended. President Kelly objected, stating that
Senate Bill # 855 was not listed on the agenda.
Speaker Pro Tem Arellano moved to add Senate Bill # 855 to Section IX. NEW BUSINESS. No
objections.
Speaker Latino asked if there were any objections to accepting the agenda as amended. No
objections.
IV. MINUTES:
Senator Pacheco moved to accept the minutes. No objections.
V. EXECUTIVE BRANCH:
A. President Kelly reported on two applicants for Senate Pro Council and presented the
first one, Michael Storm, Math & Business Major, Freshman.
Senator Derr asked if he had any past government experience.
Michael Storm responded that he was active in student council in high school.
Senator Pacheco moved to accept him as a candidate. No objections.
Senator Eden moved to vote by secret ballot. Motion passed.
President Kelly introduced the second candidate, Harley Gifford, a Political Science
Major, Freshman.
Speaker Latino asked if there were any questions. There were none.
Senator Matthys moved to vote on acceptance by secret ballot. Motion passed.
Parliamentarian Cook announced that Michael Storm was accepted.
President Kelly announced the resignation of Justice Vicki Van Galder, and Justice Tom
Barton. There are now two positions open and he has a candidate for next week.
Senator Arellano moved to waive the one week waiting period to announce the second
nomination. Motion passed.
President Kelly announced he would bring two candidates forward next week.
President Kelly also announced the President's Club luncheon on March 5 from 2 to 3pm in
the West Ballroom.
Parliamentarian Cook announced that Harley Gifford was accepted as a Senate Pro Council
member.
Senator Eden moved to take the appointment of chief justice off tabled status and place it
on the agenda for next week. Motion passed.
B. Vice President Patent - reported that due to some mix ups, the budget report will be delayed until next week.
VI. LEGISLATIVE BRANCH:
A. Speaker Latino reminded the senators to get the constitutional amendments done so that the By Laws could be started. A Club Olympic meeting will be held tomorrow at 1pm. PR Committee will combine with the USC Today Committee and is meeting tomorrow at 3pm. The Fall Break Committee will be every other week.
B. Speaker Pro Tem Arellano gave his report concerning the hard work of Melissa Allen, Andy Prehm, and Dr. Hill with the elections.
C. Dr. Hill reported that the mail-in ballot request forms have been mailed out, and reminded senators of the time schedule for making the brochures and other election forms.
VII. COMMITTEE REPORTS
A. COFC - Speaker Pro Tem Arellano reported on the project making the COFC Handbook and other forms easier to work with.
B. Senator Matthys reported on the COSGA conference at Texas A& M. The ideas and information gained will be used to improve various areas within ASG. Discussion was held on the possibility of joining NASHE.
C. OUC - Speaker Latino reported on building renovations, bookstore policy, club
cubicle cleanup, cafeteria policy, ATM machines, handicap access to student health
services.
Parliamentarian Cook suggested a coffee house area for the Underground.
D. Student Life - Senator Cousar reported on the meeting held Thurs. at 2pm, they
discussed the Student Life Handbook and other information that could be put into a
handbook. Other topics included student convocation, daycare, December graduation, changes
in the Underground, counseling, and discipline especially in the area of marijuana use.
Dr. Hill spoke about the Student Convocation. It would be held in the fall and have a
ceremony that would be part of a new tradition. He also announced that the 1pm party limit
has been approved and implemented. He also stated that the marijuana abuse is the worst it
has been in the fourteen years he has been at USC.
E. Traffic Appeals - Senator Dupey reported that there were 2 appeals granted, 4 denied, and 3 no-shows.
F. NHI Conference - Senator Martinez reported on the conference in Texas, they discussed student retention, fund raising, & networking.
G. Student Activities Board - Senator Barrows reported about plans to get a comedy act or mini concert, and maybe getting a referendum to set up a fund for major events by charging each student $3. (Costs would be between $8,000 to $10,000).
VIII. NEW BUSINESS
A. Speaker Latino read Constitutional Amendment # 300 and asked for discussion. Senator
Eden made a motion to vote. Motion passed.

Senator Derr asked to amend "3/4 affirmative" to "3/4 majority".
Motion passed.
Senator Horner moved to amend "2.0 GPA" to "cumulative 2.0 GPA".
Motion passed.
Senator Eden moved to vote on the amendment. Motion passed.

D. Senator Pacheco read Constitutional Amendment #240.
Senator Arellano moved to amend "as determined by senate pro council" to
"as determined by senate pro council advisor". Motion passed.

Parliamentarian Cook announced that Constitutional Amendment # 240 passed.
E. Senator Cousar read Constitutional Amendment # 230.
Speaker Latino asked to step down from the chair for a moment to make a comment on
Amendment # 240. She stated that she felt the "cumulative 2.5 GPA" should go
into effect next year because the current administration was elected under the
"2.0" standard.
Senator Pacheco objected.
Senator Horner moved to amend section 30, b change it to read "Article XIX."
Motion Passed.
Senator Eden moved to table this amendment until next week to have it written out
completely. Motion passed.
Constitutional Amendment # 230 was tabled until next week.
F. Senate Bill # 855 was read by President Kelly. After considerable discussion, change
of sponsor, and an attempt to table, a motion was made to vote.

Parliamentarian Cook announced that Senate Bill #855 failed again.
After more discussion, Senator Percell moved to reconsider again. Motion passed.
Senate Bill #855 was discussed again, the main reason given was confusion over the sponsor
and the manner in which the bill was put forth. Questions were asked concerning the
content of the bill which was not a problem. Another attempt was made to table the bill,
motion failed. Speaker Latino asked for a vote. Another attempt was made to table the
bill, motion failed. Speaker Latino asked for the vote again.

Speaker Latino announced that Constitutional Amendment #280 was read two weeks ago and
tabled because Senator Bridge did not have enough copies for everyone, so it was not
necessary to read it again, and called for the vote.

IX. AUDIENCE PARTICIPATION
Dr. Hill spoke about the recent discovery of a plaque honoring Dr. Martin Luther King
Jr. and President Kennedy that was unearthed by the construction company building the new
student apartments. He stated that the origins of this plaque were being researched and
wanted to form a committee to re-dedicate this plaque.
Parliamentarian Cook announced that plans were coming along well for Parti Gras.
X. ANNOUNCEMENTS
Speaker Pro Tem Arellano announced the availability of raffle tickets.
Senator Cousar announced that BSO made $8,000 off the play, and coming up is the Player's
Ball.
