I. CALL TO ORDER

III. AGENDA:
Vice President Patent moved to amend the agenda by striking "a. Ben Wright-
PSAS" from section V. EXECUTIVE REPORTS. No objections.
Senator Cousar moved to amend the agenda by striking "250" from Section IX. NEW
BUSINESS, under B. Constitutional Amendments, and adding "D. Senate Bill #250 -
Senator Cousar" under Section IX. NEW BUSINESS and add E. Senate Appropriations #
2305, #2300. No Objections.
IV. MINUTES:
Senator Eden moved to accept the minutes. Motion passed.
V. EXECUTIVE BRANCH:
A. President Kelly reported on the President's Club luncheon and had 27 clubs represented
by 32 people. Tri Beta is doing planning over the summer for the Haunted House, you can
contact them at 2446. Club USC passed out a calendar of events. The Art's club is having
an art show on April 14 - 25. He reported on the resignation from Justice Perry Rogers.
President Kelly introduced Justice candidate Matthew Garbiso.
Senator Eden moved to vote on the candidate by secret ballot. Motion passed.
President Kelly introduced Michael Storm as a candidate for Justice.
Senator Eden moved to vote on the candidate by secret ballot. Motion passed.
President Kelly reported on the implementation process of strategic planning from the Planning Council meeting. The Marketing Committee discussed upcoming events and ways to target new students for USC.
Parliamentarian Cook announced Matt Garbiso was accepted as a justice.
Parliamentarian Cook announced Michael Storm was accepted as a justice.
Speaker Latino asked if anyone was opposed to appointing a chief justice. No objections.
President Kelly introduced Victor Gonzales as Chief Justice.
Senator Eden moved to vote on accepting Victor as the Chief Justice.
Parliamentarian Cook announced Victor Gonzales was accepted as Chief Justice.
B. Vice President Patent -reported on the budget.
VI. LEGISLATIVE BRANCH:
A. Speaker Latino announced that Constitutional Amendments were finished and congratulated everyone on the work. Amendments to the By Laws, which are Senate Bills will be started next. Club Olympics is going well, we will be meeting every Friday at 1pm in the boardroom. We are using contracts this year to make sure the club commitment remains high.
B. Speaker Pro Tem Arellano reported on the suggestions for newsletter names. The PR Committee will select 3 and bring them back before the senate. Speaker Pro Tem Arellano listed the following names for By Laws Amendments: Article 1&2 Speaker Pro Tem Arellano; Article 3, Senator Wazir; Article 4, Senator Cousar; Article 5, Senator Eden; Article 6, Senator Dupey; Article 7, Senator Matthys; Article 8, Senator Barrows; Article 9, Senator Bridge; Article 10, Senator Derr; Article 11, Speaker Latino; Article 12, Senator Percell; Article 13, Senator Martinez; Article 14, Senator Horner; Article 15, Senator Pacheco; Article 16 & Definitions, Speaker Latino. Speaker Pro Tem Arellano announced that nominations were being accepted for ASG Member of the Year. Senator Derr nominated the ASG Secretary, Jackie Hampton Magnino. Senator Matthys nominated Speaker Latino. Speaker Latino announced that this would be taken care of at next week's meeting.
VII. ELECTION COMMISSION CHAIR
A. Election Commissioner, Melissa Allen, discussed the mail-in ballots - there are 99
requests for mail-in ballots so far. Also, petitions will be available on the 12th along
with pictures from 3 to 5 pm in the student life conference room.
B. Brochures - Senator Cousar talked about the election brochure. There was discussion
about listing addresses, GPA's, and schedules.
VIII. COMMITTEE REPORTS
A. COFC - Speaker Pro Tem Arellano introduced the R.E: Focus Club's representative to
achieve chartered status. Their representative gave a presentation on their request for
charter. The request was voted on and approved. Speaker Pro Tem Arellano introduced the
representative from M.E.Ch.A to request funding from COFC. After much discussion and a
five minute recess, the amount was amended to $1,250 and approved. Speaker Latino
announced that the open forum for Public Relations will be held Friday at 3pm in the Great
Hall, Occhiato Center.
IX. NEW BUSINESS
Speaker Latino reminded everyone that since this was a Senate Emergency Session, the
amendments could be read and voted on in the same session.A. Constitutional Amendment #305
was read by Senator Horner. Speaker Latino asked if there were any changes to be made.
There were none.

B. Constitutional Amendment # 245 was read by Senator Cousar. Senator Derr asked about
Section 50, which read, " President of ASG" to be consistent, he suggested that
"of ASG" be removed. No objections.Senator Arellano suggested removing "or
rejecting" from all the sections that state "2/3 vote for affirming or
rejecting" and adding "2/3 majority" to all the sections. No objections.
Speaker Latino asked if there were any further changes. There were none.

C. Constitutional Amendment #250 was read by Senator Cousar. Senator Arellano reminded
everyone that the legislation passed requiring the signature of the President on
amendments and needs to be added to the bottom.

Senator Eden asked if an election committee meeting could be held tomorrow after the PR
meeting.
