III. AGENDA:
Senator Eden moved to have a Senate Emergency Session. Motion passed.
Senator Horner moved to add "Senate Bill # 980" to Section IX. NEW BUSINESS, and "PSAS, Ben Wright" under Section V. EXECUTIVE REPORTS. No objections.
Senator Pacheco moved to strike "c. Athletics Board " from Section VIII. COMMITTEE REPORTS. No objections.
Speaker Latino asked if there were any further changes and if there were any objections to accepting the agenda as amended. No objections.
IV. MINUTES:
Senator Eden moved to accept the minutes. Motion passed.
V. EXECUTIVE REPORTS:
a. President Kelly passed out copies of the technology fee committee report. $62,000 was considered for allocation.
b. Vice President Patent did not have a report. There were no questions or comments.
c. P.S.A.S - Ben Wright -reported on the National Paideia Conference that was held at USC. It went well, and the participants were impressed with P.S.A.S. He also noted that P.S.A.S. would be having their musical in Hoag Hall . It will be Bye Bye Birdie, and the exact date is not known.
VI. LEGISLATIVE REPORTS
a. Speaker Latino requested the By Laws revisions be completed as soon as possible.
Club Olympics - is getting more exciting. There will be an olympic-style torch that will be carried on a circuit and will finally light the fountain (if it can be arranged).
Speaker Latino reported on a concern by Senator Cousar about ASG attending conferences, and whether ideas are brought back to the students and if these conferences benefit ASG and the students. She requested feedback on the subject.
Senator Eden stated she had attended a conference in Texas this year along with 5 other students and that the conference was sponsored by COSGA and was one of the best she had ever attended. The chance to discuss problems with organizations all over the nation and share solutions is priceless.
Senator Wazir stated she agreed with Senator Eden and said the connections with other student governments have been incredible. She has received the Constitutions, By Laws, and Election Codes from other universities and found the information to be invaluable. She is implementing a student advocacy form to allow students to express their concerns and ideas.
Senator Matthys stated that she had attended the Colorado Student Association Conference in addition to the COSGA conference, and felt it was important to represent USC at these meetings, because many major decisions and competitive issues are made and discussed.
Senator Derr asked why this question was brought up.
Senator Cousar said it brought up during a debate for the elections, and clarified that she did not say "eliminate" the conferences, but rather, wanted to restrict the number of persons who could attend.
b. Speaker Pro Tem Arellano asked the senators who were campaigning for election to make an attempt to be more visible because he had heard comments suggesting that the ASG Senators were not very well known on campus.
VII. ELECTION COMMISSION CHAIR
Dr. Hill reported that the election was ready to go. The attempt to obtain volunteer workers to man the voting booths was not successful, so there are ten people who will be working these booths for us. The voting booths will be open Wednesday morning from 8 AM to 8 PM.
Senator Wazir asked when the deadline was for write-in candidates.
Dr. Hill said it was April 8th and the person should include their name, address, school, and sign the mandatory retreat form.
Speaker Latino asked if a person did not receive their mail-in ballot if they could still vote at the polls.
Dr. Hill said that would have to be worked out.
Senator Eden said that she thought the plan was to count the mail - in ballots prior to the election and mark those names off the eligible list.
Dr. Hill said that would have to be considered so that no student was left out.
Senator Eden said she had spoken with other people who had not received their ballots.
Dr. Hill stated that he was concerned with this.
VII. COMMITTEE REPORTS
a. COFC -Speaker Pro Tem Arellano reported that there was one allocation request from the Hungry Eye Literary Club. He said the original request of $2,000 was amended to $750 by the COFC, and introduced the representative from the club. He also mentioned the amount remaining in the account is at $1,379.60.
Hungry Eye Representative stated that the club was attempting to publish their works in a magazine. Because of cut-backs, the funding from the Provost's office was reduced and this was a major source of funding in the past.
Senator Derr voiced his support of this club.
Senator Wazir asked where copies of the material were to be distributed.
Representative said they are distributed off campus as well as on. For instance, at the local High Schools.
Senators Matthys and Senator Martinez voiced support.
Senator Eden moved to vote on the allocation. Motion passed.
Speaker Latino asked for the vote for approval. Motion passed.
Hungry Eye Literary Club was allocated $750.00.
Discussion was held to raise the amount.
Senator Matthys moved to end discussion. Motion passed.
b. Awards and Banquets - Senator Dupey reported that the invitations were sent out, ballots for awards are in the newspaper and need to be returned to the ASG office. Plaques have been ordered and everything is ready.
c. Marketing Committee - President Kelly reported on the meeting held Friday, the 21 at 8am. Issues discussed included tracking successful students, the bulletin boards, & campus calendar.
d. Recreation Fee Board - Senator Eden reported on the discussion held in determining which areas should obtain priority in funding.
IX. NEW BUSINESS
a. Senate Bill # 890 was read by Senator Bridge.
b. Senate Bill # 850 was read by Senator Eden.
c. Senate Bill # 920 - was read by Senator Percell.
d. Senate Bill # 980 - was read by Senator Horner.
e. Senate Bill # 860 - was read by Senator Wazir.
X. AUDIENCE PARTICIPATION

Dr. Hill announced that Achievement Day will be April 20, 1997 at 12:15 in the Ochiatto Center.
XI. ANNOUNCEMENTS
Speaker Latino said that a representative from One in Ten could not attend the senate meeting to announce that Candice Gingrich will be at USC on Saturday. The invitations are in each club's mailbox. April 5th at 5pm in Life Sciences (photo exhibition) 6pm talk. There is also a post-graduation reception May 8th sponsored by Las Hermanas and everyone is encouraged to purchase those tickets.
She thanked Dr. Hill for sponsoring the meeting for tomorrow's Alpha Sigma Alpha meeting.
Senator Pacheco announced that Intramural Softball has been canceled and wants to see if ASG will sponsor a week long tournament during the last week of classes.
Mud Volleyball is April 19.
